Interested in becoming a broker certified to sell on the NY State of Health Marketplace?

Brokers must be trained and certified to work on the NY State of Health Marketplace. Brokers can choose to be trained and certified for Small Business only or both Individual and Small Business. You can select the training option that works best for you through our online classroom. Register and create an account

Get Started as a new user and create a NYS GOV ID by selecting the "Click Here to Register" link above. Follow the process to create a NY State of Health Account

Verify your NYS License

NY State of Health will collect and verify your Broker or Agent licensing information with the Department of Financial Services.

Complete certification training.

Upon verification of your license by DFS you will receive an email with further instructions on how to complete our online certification training course(s). Brokers can choose to be trained and certified for Small Business only or both Individual and Small Business.

Ease of Administration for Individuals - Online individual marketplace enrollment available, streamlined individual marketplace applications and business requirements for all carriers.

Small Business Tax Credits - The Small Business Marketplace is the only place your clients can get access to the federal tax credit.

Direct to Carrier Enrollment - Receive an eligibility determination for an employer through the Small Business Marketplace and enroll in SHOP certified plans through participating insurance carriers.

Yes, commissions will come directly from insurance carriers and will vary based on each carrier's commission rules.

Federal guidelines require sole proprietors to go the Individual Exchange.

Can a small business with employees outside New York State purchase on the Exchange?

Getting Assistance

There are people in your community who are trained to help you apply for health coverage, understand your coverage options, and help you to enroll in a plan that is best for you and your family. There are different ways to get help applying for health coverage through the Marketplace. You can get help with your application from:

  • In Person Assistors/Navigators
  • Certified Application Counselors
  • Brokers

In Person Assistor/Navigator

In Person Assistors (IPA)/Navigators are certified and trained to educate and provide enrollment assistance to individuals and small businesses about the health insurance options available through the Marketplace. IPAs/Navigators can assist individuals and families, as well as small businesses and their employees. They speak over 40 different languages and are available weekdays, evenings, and even on weekends. Certified Application Counselor

Certified Application Counselors (CACs) are also trained to provide enrollment assistance to individuals applying for coverage through the Marketplace. "NY State of Health Certified Brokers" are NYS licensed professionals that have been certified by the NY State of Health Marketplace to provide enrollment assistance to individuals and small businesses. NY State of Health Certified Brokers can tell you about health insurance options available through the Marketplace and can help enroll yourself, your family, your employees or your business. Authorized Representative

You may have a trusted friend, relative, partner, or lawyer help you and act for you on matters related to your application. This person is called an authorized representative.
